  • 2 - Mozambique, Kenya, Togo, and Sierra Leone all withdrew from preliminary competition.

  • 3 - Egypt, Congo and Uganda withdrew from competition before the start of the 1st leg. As a result, Tunisia, Ghana, and Zambia qualified for the next round.
