What's the role of the ministry of construction in Japan politically?


why are industry like tunnels, briges, moterways, airports like public works expenditure taken up by Japanese to contribute larger percentage of GDP than the Us and western european ?

I'd like to know more about 'construction friction' of the late 1980s between us American and Japanese ?
