Both, depends on the slope of the volcano, winds, vulnerability to the area and also depending on the season.The amount or volume is more important as here is the damage most.

Thanks and just to confirm the things that make lava flow faster is gas vapour inside the lava and the thing that slows down lava is small crystals inside.
