He did this because the missionaries were making liike he would get to give it out but as soon as he did this the missionaries marchants and foreign advisors took some land and benefited from this. IF YOU DON'T BELIEVE THIS THEN GOOGLE IT AND REPLY BACK!!!!!!!!!!!
