Many of the immigrants who fled to the West were young and educated, leading to a 'brain drain' in the West that officials feared would leave the region mired in cultural backwardness.

20% of the East German population had escaped to the West in Berlin by 1961. It was easy to cross the border in Berlin as it was not closely watched in this area.
