Tesla turbine

Studying Tesla's patent papers I see two items which are missing from all the models I have come across on the web. These are Items 26, Circular grooves, and 27, Labyrinth packing which appears to be a sort of seal between the outlet and the grooves. From the drawings the circular grooves are not open to the outlets.
Tesla obviously had some reason for both the grooves and labyrinth packing.
Any ideas?
Could this have acted as a sort of brake or governing mechanism. Most models I see on the tube appear to spin to speeds that one could say are almost out of control.
There must be an ideal speed at which the turbine should run to get the most power out of it.
