What implications does this have, in terms of our existing in what is apparently a reasonably coherent reality? How, if the emergence and subsequent 'survival' of particular states/governing constants are dependent on the context in which they exist/are 'introduced to', could something like this have begun? Would this prove physical laws to be somewhat arbitrary, rather than universal? What already-existent parameters determine the perpetuation or ceasing of physical laws? Which qualities on the part of the observer determine their ability to detect a so-called 'pointer state'?
