Many German generals objected to Hitler's plan to mount the offensive at Ardennes in France. The forested terrain there would make maneuvering difficult.

The planners deemed four criteria were absolutely necessary for the attack to be a success. These were:
1) The attack needed to be a surprise.
2) The weather needed to be poor.
3) Progress needed to be rapid.
4) Allied fuel supplies would need to be captured intact as the Germans were running short on fuel.
