Just wanted to post this since I know a few users have had this frustrating experience before.
If you get an out of memory alert despite having edited the config file in the c:/Program Files (x86) directory and despite ImageJ displaying the correct amount of available memory on the status bar, check this directory:
C:/users/johndoe/AppData/Local/VirtualStore/Program Files x86/ImageJ
There is another config .cfg file that is written there when ImageJ is installed. If it contains a different amount of allocatable memory, you may encounter the same problem I have.
