Once a board has legally filed a lien on a homeowners property for non payment of their share of repairs to shared wall on golf course that her tree has damaged, can a new board, several years down the line remove the lien even though the debt has not been paid? The lien was to insure payment when the house was sold in the future. Other owners in the past have paid 1/2 on the repair of walls so if the lien is removed from her home, should their money be refunded to them? It seems to be showing partiality to one owner. She was requested to write a letter when the new board was in place and they would take the lien off. Isn't this collusion?
