Just a thought, but since it is obvious that the review board is firmly in the hands of the power company, perhaps it is time that the "Occupy" movement made both the Review Board and the power company itself, as well as politicians who control appointments, targets to be occupied in a random revolving manner.
The action required being a legislative requirement that makes clear that the review board be made up of a majority of ordinary people, working and retired, with no ties to the law, financial institutions, or business, that can make clear decisions based on the needs of people rather than corporations.
