Kiran Bedi and corruption

Agreed that Kiran Bedi has not done the right thing by charging excess fare to xyz and donating the excess else where. For example I cannot surreptitiously pay less tax and donate the saved amount to claim innocence. I could have given donation (on which tax exemption can be claimed) even after paying tax fully.
But I feel we are giving too much importance to the whole issue of corruption so much so that 2 other related issues are side tracked.(In China govt staff has eloped with trillion of dollars, yet it is a super power.) One issue is population control and the other is constitutional amendment for stability of govt.
(i) Controlling population can possibly reduce necessity of corruption.
(ii) With myriads of political parties mushrooming, imagine a party with handful of seats in parl demands a tidy sum or else it will vote the govt out. Is it not a better option to pay the sum or else the country will plunge into instability? If such an amendment is not made there is always the chance of blackmail for which money has to be kept ready by hook or crook!!
