Sacrum

I've been trying to do some research into the sacrum and am interested in the fact that the six sacral vertebrae become fused between the ages of 16-18 and do not complete fusion until the mid 20s. So obviously previous to this age these vertebrae are separate with discs in between each of them. I'm wondering if the sacrum is not truly intended to be fused and is merely the most often presented scenario. It is possible for any vertebrae to fuse if there is not enough movement in that part of the spine and I just looked at a photo of a sacrum that also had the nearest lumbar vertebrae fused to it. Was wondering if perhaps cultural forces could be in effect in the fusing of the sacrum, as in lack of movement and free expression in that part of the body etc. Was told by someone that African people(from Africa rather than descendants living else where) do not have fused sacrums, but I am not sure if they were refering to the sacral illiac joint and the pelvis not being fused or the sacral vertebrae itself. Cannot find anything on the web to illuminate this and wondered if anyone was in the know on the subject?
