initiallt i would argue yes however it can depend on a few variables. it is also worth looking at the iit kanpur website and looking at their atomic cluster research. they are manipulating atoms such as carbon and silicon and are forcing bonds and experimenting with different conditions. the addition of electtricity brings some interesting results and even without there have been some interesting results. iit is the indian institute of technology based in kanpur and it is quite impressive what research is going on there.
