Hi ,
I have written to the ILC and all the Lottery Boards for the following information.

Maybe using this forum might help me.

My name is Joel Ifergan .

I am the person currently suing Loto-Quebec for $13.5 million dollars for issuing a ticket at " 9:00:07 PM" on May 23 2008 for the Super 7 draw of that evening.

At this time both sides are waiting to meet in front of a Judge so as to set a Trial Date..

I have received written confirmation that all the Lottery Boards,except Lotto Quebec,shut down the Super 7 lottery for a period of anywhere from 5 to 15 minutes at 9:00 PM the night of draws of the 6/49,Lotto Max but more specifically,Friday nights for draws of Super 7.

After 9:00 PM on Friday nights you can not either request Quick Pick tickets or validate your selection of numbers for that nights' draw of Super 7.

The reasons given to me by the 4 Lottery Boards (ALC,WCLC,BCLC and OLG) were :

a) So that there is a systematic "shut down " of the Super 7 ticket emission by the Central Computer of each Lottery Board.
b) So that all requests by clients entered in the terminals located at retailers prior to 9:00 PM on Friday nights for draws of Super 7 are issued tickets valid for that nights draw and that all requests by clients entered when the Super 7 system re-opens are issued Super 7 tickets for the following draw.

As I was informed : " So that tickets are issued to customers for the draw requested by the customer".


I have requested this information from all the lottery boards ,including Lotto Quebec , and the Interprovincial Lottery Corporation but no one wants to give me the information I am looking for since I am suing Lotto Quebec.

The rules that have been given to me by the Lottery Boards and the ILC and that I have come across on the web do not mention any of these procedures.

However all lottery boards mention that they all must adhere to the rules and regulations of the ILC governing draws.
.
Since the ILC is the body governing these lotteries throughout Canada there must be a copy of ILC rules , regulations and/or procedures somewhere governing draws, shut downs and draw breaks for the 6/49, Super 7 and Lotto Max.

I don't imagine there should be a problem getting this documentation since I must assume they do not give away any " Trade Secrets" ,codes,programming languages or protocols,just rules that all the Lottery boards must follow.

That being said ,this is information that should be a matter of public knowledge and readily accessible , but it seems to me there is a lack of transparency not only at the ILC but everywhere else,including the Lottery Boards.

The ILC and all the lotteries exist because it was set up by the governments.

The ILC and all the lotteries report to the governments.

Yet the ILC,Lotteries nor the government think they are accountable to the people that are responsible for their very existence.



What is requested is the following:



- Any rules, regulations and /or standards at closing time of sales for nights of draws of 6/49,Lotto Max and the now defunct Super 7.

- Shut Down of Sales for nights of draws of 6/49,Lotto Max and the now defunct Super 7.

- Shut Down of individual Lottery programs for nights of draws of 6/49,Lotto Max and the now defunct Super 7.

- Game Breaks” and / or “Shut Down” procedures, rules and/or regulations before re-opening of Sales and individual Lottery programs nights of draws of 6/49,Lotto Max and the now defunct Super 7.

- re-opening procedures, rules and/or regulations of 6/49,Lotto Max and the now defunct Super 7.
