In part third of the chapter on the colonies...theres a sentence that goes "this sum must be borrowed upon the credit of parliamentary fund mortgaged for paying the interest"...is the "mortgage" mean "to expose to future risk for the sake of immediate advantage" or literally meaning to mortgage the fund itself?
