If you have a top spec of 5.05 mm and a plug gage of 5.05 mm goes, is it in spec? Doesn't the no go have to be over 5.05, such as 5.052 to be a no go?

If you have a top spec of 5.05 mm and a plug gage of 5.05 mm goes, is it in spec? Doesn't the no go have to be over 5.05, such as 5.052 to be a no go?
