I posted an ad on craigslist "Handyman" in Washington State.

An agent with Labor and Industries posing as a potential customer responded with questions about a roof repair. I told him I do roof repairs, but would need to see the roof to get an adequate assessment.

Two days later I get a call from Labor and Industries asking if I was licensed and bonded, and that if not I would have to remove my ad and get my business licensed and registered through Labor and Industries, or face a thousand dollar a day fines.

Is this legal ?
