I live in Virginia. for the 5th year we are trying to ban restrictive covenants against using solar energy. We have been told that unless we can make the argument that these restrictive covenants are unconstitutional we will fail again. Many other states have banned restrictive covenants, so obviously the argument was made successfully there. How can I make this argument????
