Neem oil

I just bought some Neem Oil to use on my roses, which have some powdery mildew and a small amount of black spot. I've been using Rose Defense, a Neem Oil product, but spraying the roses every ten days is getting a bit expensive, so I bought some Neem Oil to mix up myself. The directions say
1 1/2 tsp per quart -- that seems such a small amount that I wonder if it is the recipe for using as an incecticide/fungicide? (Or is it just the recipe for "leaf polish" as the product is designated for. I'm new at caring for roses, so I'd appreciate some advice.

For powdery mildew - I use 2-tsp per liter. I use the same mixture as a bug repellent on my skin. Note: The only "insect" that I know of that Neem will kill directly is "headlice". Otherwise, it acts as a repellant or antifeedant or growth regulator. I do not know what product you are using, but I have quantities of pure neem seed extract - if you are interested. beave1098@yahoo.ca
