I inherited a Hi-Power from my father-in-law. It was manufactured and assembled in Belgium in 1973 according to the serial number. It has never been fired and is not registered. I have two questions:

1) Must one register a pistol in order to sell it legally?

2) The actions are very stiff (safety, etc.)
Would work done by a gunsmith devalue the pistol?
