I have a 17.83 milimeters bar that I want to fit into a metal plate. What size tap, die, and drill should I get? Should I go metric or imperial (inches)?

It has been a while since you posted this but for this kind of question call 519-658-9378 and ask for Colleen (she has worked there for over 40 years!). It is a company called Taylor Tool and they manufacture taps and dies so they will be able to make recommendations.
