I am writing an article about Paul W. Beck and am looking for source citations for a couple of statements in the Wikipedia article about the history of the Aeronautical Division of the U.S. Signal Corps.
"Foulois was quick tempered and abrasive" and refused to serve under Beck when Beck was appointed commander of the provisional aero company at Ft Sam Houston in March of 1911.
In the same Wikipedia article mention is made that legislation introduced in 1913 by Congressman James Hay (D/Va)creating a semi autonomous 'Air Corps' with Beck as his personal candidate for "Chief". According to Wikipedia he bill, if passed, "might have jumped Beck [then a major] to Brigadier General."
Can someone help me develope source citations to confirm that Foulois "refused" to work under Beck and also that if the Hays bill had passed in its original form that Beck would have been put in charge of the semi autonomous air corps?
