I am looking for a citation, in any of John Stuart Mill's works, in which the following description of the requirements for inferring a causal relation is made: one must determine that (a) the presumed cause occurs before the presumed effect, (b) the presumed cause and presumed effect covary, and (c) all other possible causes for the presumed effect can be ruled out.

The formulation of these three conditions has been attributed to John Stuart Mill, but I am unable to find an explicit citation. Can anyone help me?
