French India

I am editing some letters written by an English naval Captain in the 19th century. In a letter dated July 29 1858 he writes:
"I cannot imagine peace with the French will be of long duration. Just now they have no money, but perhaps hope to raise some by the sack of India."
I would appreciate either any direct help about French policy towards India at this date or reference to a specific published book or article

Thank you.
