i don't think you necessarily need the number of traffic lights though. just get the population of people living in cities, seeing as that would be the highest concentration of traffic lights. then assume the average length of a red light and assume that a certain amount of the population go out on a daily basis...

thats obviously not everything there is to take into account but its a start.
