How do atomic masses greater than that of Oxygen ever reach the stratosphere?

I am not a chemist so please if you could put the answer in terms I might understand it will help.

I see it like a glass of water with oil in it. How does the water get on top of the oil? Oxygen has an atomic mass of 16.00. Chlorine is 35.45 and Bromine is 79.90, both said to cause depletion of the ozone layer. Please correct me if my facts are off.

It seems to me the more likely cause of the ozone layers depletion would come from above the lower atmosphere.
