Use multimeter. . . .

Take a battery and join the terminals . . Check after few minutes if the voltage of the battery has decreased. If so, then the capacit or is taking charge. Check the current flow by removing the battery and joining the terminals with an ameter . . If current presence is seen, capacitor is discharging . If charging and discharging is noticed, it is working
