Nuclear force

Hi. I'm trying to get an answer about how the strong nuclear force works. You say here that this is residual force (residual from the quarks, I guess) similar to van der waals. But van der waals works as residual just because there are repulsive and attractive forces between electric charges, so how it works here, in the case of forces between nucleons? e.g.: why a quark in one nucleon do not attract a quark in the nucleon near by very strongly as it attract quarks in the same nucleon?

I hope the question is clear. Does anyone know the answer?
