Chief L.G. Phares of the Texas Highway Patrol/Dept. of Public Safety commissioned Frank Hamer after 2 Texas Highway Patrolmen were killed by Bonnie and Clyde. The story says that when Frank Hamer asked what Phares wanted him to do, Phares said, "Kill them". Official stories say that Phares gave the order to "go to the limit". After Bonnie and Clyde were gunned down, Hamer made the call to Phares and said, "the job is done".
