Has any morgan silver dollars made after 1921, minted in Philidelphia showed up with a mint stamp of "o" on them?

No. Sorry.

First, any coin minted in Philadelphia (especially in the 1920's) will not have a mint mark. So, it is likely you may be asking about a coin minted in the New Orleans Mint. (Yes, the dies may have been made in Philadelphia, but none of these dies, with the "O" mint mark, would be used in Philadelphia; they have to be shipped to New Orleans, first, and then the mint mark "O" is put on them.)

According to the Red Book of US Coins, R. S. Yeoman, K. Bressett, Editor, the last Morgan Silver Dollar to be minted by the New Orleans Mint was made in 1904. The mint stopped operation in 1909 (the 1909-O Barber Quarter is quite a desirable coin). The 1904-O Morgan Dollar is fairly common.

Now, if there had been a coin that had somehow been struck at a decommissioned mint over fifteen years after it had ended operation as a mint, such a coin would be quite spectacularly well-known and famous. Coin collectors (those who could afford it) would fall over themselves trying to acquire such a coin! If any such coin actually existed, there would be no chance it would remain undiscovered in the present day. The Red Book would give this coin considerable press, with very little doubt.

While there may be some infinitely small chance that such a coin may actually exist, it is much more likely to win the grand prize in a State Lottery.
