I want to know about the High Scope for pre-school and early primary school children.

I know the focus is on child creativity but I also hear that

IF A CHILD BRINGS A PIECE OF PAPER TO THE TEACHER/DIRECTOR AND SAYS

"WILL YOU MAKE A HAT OUT OF THIS FOR ME"

THEN THE TEACHER/DIRECTOR HAS TO TELL THE CHILD TO MAKE IT HIMSELF - EVEN IF THE CHILD SAY HE CANNOT MAKE IT OR IF THE CHILD CRIES DUE TO DISTRESS

AND THAT THE TEACHER IS NOT PERMITTED TO EVEN SHOW THE CHILD HOW TO MAKE THE HAT.

Is this correct?
If not then what is the approach?

Is it true that it is an absolute no! no! to show a child how to make a paper hat, or a paper airoplane or to draw a house and that the child has to create his own without any adult showing him how to make things.
