During normal fleet racing and prior to the starting signal but during the prestart, when a penalty is placed on a boat can that boat clear its penalty by doing turns prior to the start or before crossing the line onto the course side?

I know this is the case in Match racing but I can’t find in the RRS where it indicates clearing penalties prior to the start?
