Does anyone know how to create 'inverse micelles'?

One article I read said to mix oil and water, add a surfactant, and then heat the mixture to about 72 degree F.
The resulting liquid is supposed to contain 'inverse micelles'.

Has anyone created 'inverse micelles' and if so, what proportion of water, oil and surfactant was used? How long does the mixture need to be heated? Does any specific surfactant work better than others?
