I would change the question to : Do you have a draft outline of how to finance the pastor?
The Pastor's finances would be in two categories:
a) the position of pastor and the duties attending
that position, which would be outlined and determined
by either or both the Deacon Board/Board of Trustees.

Then it should be given to the Church for review and
commentary.

b) the personal finances of the pastor should be just
personal and should be determined by the pastor how
to budget their expenditures from their total salary.

The Salary and Benefits would be given in the contract between the Pastor and the Church. A church member who
is knowlegeable about finances and contracts should be
the person who would draw up the actual contract then
reviewed by the finance committee and Deacon/Trustee Board(s). These areas should be decided before hiring a Pastor.
