Did Tugwell meet with Stalin in 1927,or miss the meeting while taking a side trip?
The literature seems to be confusing. Tugwell was one of AMerica labor leaders, academics, and leftist writers that made the unsanctioned grand tour in the summer of 1927. THe group actualy met with Stalin, but the specific record on Tugwell is confusing.
