Has your reservation considered becoming self sufficient with available Gov. grants? e.g. making your own Energy, like Bio diesel and or a very small ethanol plant..
Also Indians have a big attraction for sugarary products products.have you considered buildng again a very small Sweet Poatato Sugar plant? Sweet Potato sugar can actually prevent type 2 Diabetes.

Have your candies, food etc made from that type of sugars or Stevia and still taste the same..
