DEAR GENTLEMEN....

Regard the Green Building Index in Malaysia...can anybody give a clear picture for me what the starting mark to comply with the gbi requirement? for example..comercial building or condominium building...do i need to start comply with gbi requiremnt starting from underground which is pilling stage and so on or after the ground beam done. please help meto clear this thing.thank you..
