Can someone help me with classification of Potassium Carbonate as it is defined by California Fire Code (CFC)?

CFC classifications are: Combustible Liquid class II, IIIA & IIIB; Cryogenics, Oxidizing; Oxidizer class 1, 2, 3, and 4; water reactor; corrosive; toxic; highly toxic.

The chemical MSDS does not have these types of classifications and even the manufacturer could not say whether their chemical falls under any of these categories.
