The definition of democracy states that every citizen has the right to a vote, or another means of making their voice heard and impacting the political process. A nation such as this could be a democracy, but I doubt the citizens would continue for long to allow themselves to be exploited; see the US Labor movement of the late 19th and early 20th centuries.
