There never has been a signed document called the Atlantic Charter. It couldn't have been signed on the 14th of August 1941 because FDR and Churchill were on different ships hundreds of miles apart on that date. The term "Atlantic Charter" wasn't coined until August 19th, 1941 by the London Daily Herald, a socialist newspaper. FDR directed his press secretary, Stephen Early, to issue a press release in Washington on the morning of August 14, 1941, entitled "Joint Statement" and FDR specifically directs Early to use the term "signed" in that statement. It was a lie. On December 19, 1944 when he was pressed by the question, "Did Churchill sign the Atlantic Charter?", FDR replied, "Nobody signed the Atlantic Charter." Historians have a way of creating their own history.
