Albany stability at sea

In a 1951 Atlantic storm Albany (CA 123) suffered severe rolls, such that her stability was in question, perhaps because of the increased weight topside after replacing the 40 mm guns with 3 inch guns.

I would appreciate any engineering discussion about Albany's stability, causes or remedies.
