A strange Roman numeral

CIƆIƆIƆCCCVI

Could anyone indicate to me what this date is please? I've seen on Wikipedia that "CIƆ" means 1000, but that doesn't get me very far! The date should be somewhere in the early 1800s, it is taken from a University building in France built during Napoleon's reign.
